New York City has announced a one-year moratorium on the use of generative artificial intelligence by elementary and middle school students, introducing one of the most restrictive educational AI policies adopted by a major US school district.
The new rules will affect approximately 600,000 students, covering children in early education programs through the eighth grade. Nearly 40 AI-powered tools currently available across the public school system are expected to be suspended or removed as the policy takes effect.
City officials said the decision reflects growing concerns about students becoming overly dependent on artificial intelligence for writing, research and problem-solving. The administration argues that excessive reliance on the technology could weaken critical thinking, reduce direct engagement with teachers and classmates, and interfere with children’s cognitive and social development.
The moratorium does not amount to a complete system-wide prohibition. Teachers will still be permitted to use approved AI applications for tasks such as preparing lessons and carrying out administrative work, although the technology will face restrictions in student assessment and other sensitive areas.
Limited exemptions will also be available to some high school students participating in supervised pilot programs. These initiatives will focus on educational uses of artificial intelligence and require teacher oversight, screen-time limits and AI literacy instruction. Additional accommodations may be provided for students with disabilities, English-language learners and pupils enrolled in computer science or career-readiness programs.
The policy is part of a wider review of technology use in New York City schools. Officials are also seeking to reduce screen time, particularly among younger students, and restrict access to AI-powered psychological chatbots and other applications considered unsuitable for children.
A coalition of educators, government officials and technology specialists will examine the impact of artificial intelligence on learning during the moratorium. Its findings are expected to inform a longer-term framework governing how AI may be used in classrooms after the one-year pause ends.
New York City operates the largest public school system in the United States, giving its policies influence well beyond the city. The decision could therefore encourage other school districts to reconsider how quickly AI tools should be introduced and what safeguards are necessary before allowing students to use them extensively.
The move highlights the increasingly difficult balance facing education authorities: preparing students for a future shaped by artificial intelligence while protecting the human interaction, independent thinking and foundational skills considered essential to their development.
