Homeless Advocacy Groups Sue New York City Over Cancellation of Housing Incentive Program

A coalition of homeless advocacy organizations has filed a lawsuit against New York City, seeking to block the administration’s decision to cancel a key housing incentive program that had provided vital support for thousands of vulnerable residents.

The legal action, filed in state court, argues that the city’s move to end the program violates existing housing commitments and will force many homeless individuals and families back onto the streets. The plaintiffs — which include several major advocacy groups and legal aid organizations — claim the cancellation disproportionately affects low-income New Yorkers who rely on rental subsidies to secure long-term housing.

According to the lawsuit, the incentive program, which offered financial assistance to landlords and tenants participating in homelessness prevention initiatives, played a crucial role in reducing shelter populations and stabilizing at-risk households. The groups argue that its termination undermines years of progress made in combating homelessness across the city.

City officials, however, defended the decision, citing budget constraints and a shift in policy priorities. A spokesperson for the Mayor’s Office said the city is “re-evaluating housing support systems to ensure sustainability,” but emphasized that “no one will be left without emergency shelter.”

Advocates disagree, warning that the cuts could trigger a “homelessness surge” ahead of winter, as shelters remain overcrowded and affordable housing options remain scarce. “This is not just a policy rollback — it’s a human crisis in the making,” said one advocacy leader.

The court is expected to hear arguments in the coming weeks, as advocacy groups continue to press for the immediate reinstatement of the housing incentives to prevent further displacement of vulnerable New Yorkers.
